The aim is to identify various collaborative working arrangements; to look particularly at cost sharing, co-operation, joint tendering, outsourcing, mergers as a way to increase efficiency and value for money. We will look at the pros and cons of each arrangement, the role of stakeholders including the Charity Commission and the regulatory framework.
